Over recent months the Border and Immigration Agency has outlined plans to reform the immigration system. The object of this paper is to begin the process of simplifying the body of different immigration laws built up over the last few decades.

The new legal framework will be important to the transformation of the Border and Immigration Agency, and to the achievement of its strategic objectives.

In this modern world, where more and more people can afford international travel, knowledge of the country to be visited is very important.

Thus persons who are knowledgeable about a particular country should try to write interesting articles, outlining not only the attractions of the country, city etc, but also any downfalls, dangers, etc. that people may experience. A bit of honesty goes a long way to prevent unhappy incidents while on holiday! For example, avoid Such-and-such Street as you may be mugged... don't go near Such-and-such Street as this is the red light district, etc.

Let people know what the most important attractions are, giving a little history if possible. Advise them on modes of travel in the particular country - whether it is more convenient to use public transport, or rent a vehicle. Importance Of Reputation In The Translations Industry

In this article I am considering reputation in the translations industry. These aspects are often intrinsically linked with customer services. But customer service is only a part of what makes a reputation.

I would argue that your personal reputation is one of the most valuable things that we will own regardless of where we are of what we do. It is something that is with you always, affects parts of your daily life and is very difficult to change.

Unfortunately nothing sticks to a reputation quicker or longer then mud (negatives). So it is important to avoid such potential instance as much as possible and if possible quash any such occurrences irrevocably.

A) Reputation of a Translation Agency with its Clients Like all businesses, without your clients you dont have a business. A translation agency must ensure it creates a good reputation with its clients. This can be achieved by:

1) Quality of Translation Using only qualified and experienced translators working into their mother-tongue. Proofreading of the translation. Testing translators and auditing of their translation work. Sticking with the tried and tested translation professionals

One way quality is sometimes lost is through subcontracting. The translation agency has lost control of the translation and is therefore not in control of the quality.

2) Quality of Service Quick response and general customer care.

3) Management of the Clients Expectations A translation professional cannot always expect someone who is not working in the industry to understand what is required. This particularly applies to deadlines.

In such cases it is better to offer options with the translation quotation rather then promises that you cannot keep. For instance: The options might be later delivery v no proofreading

The general rule has to be that you only commit to what you can achieve.

B) Reputation of a Translation Agency with Freelance Translators Most agencies use a mixture of both employed and freelance translators. The freelancer only assists as and when required against won projects. A good freelance translator is pretty much like a good translation agency: They provide good quality of work and they work to mutually agreed deadlines.

Having freelancers that you can rely on is part of being a good translation company and an integral part therefore of keeping the reputation of the agency with its clients.

You can most easily manage your translations agencies reputation with freelancers by:

1) Prompt Payment It seems that the translation industry is a minefield full of late paying translation agencies that need chasing repeatedly. Its completely bizarre to me as this takes additional resources of the agency to manage the late payments. After all, if payments of 25 make a difference to your business, you may wish to address this matter through other means.

Paying your translator early or on time can therefore standout. They will feel good about the agency and be more willing to go that extra mile in quality and working hours to look after the translation agencies interests.

2) Agreement before commencement It is best that as many variables as possible are agreed in writing before the project commences. Ensure that in writing the translators has been informed of: i) Language Combination and Direction ii) Types of translation Is it medical for instance iii) Type of source document e.g. PDF iv) Format the translation is to be returned in. e.g. MS Word v) Translation Deadline vi) Fee or rate to be applied vii) Wordcount. (In some cases it is possible and necessary to send a copy of the translation in advance to the translators. But this is often restricted as prior to having a full agreement with the translator this could be deemed a breach of your clients confidentiality).

At this point the translation agency should require feedback from the translator. A written confirmation that they are capable of fulfilling the requirements set-out.

C) Reputation as a Freelance Translator The saying goes a salesman is only as good as his last sale. A similar saying could also be applied to translators A translator is only as good as their last translation. In both circumstances there is the detail to consider.

A freelance translator generally seeks a situation where they have a regular client base who consider them first. Ideally, if they are too busy the client will still come to them first for the next project and the next project.

Reputation for a freelancer allows them to earn better rates even though there will always be someone else offering to do the same job for less money. It allows the freelance translator to discuss the issues of a project openly with the client or translation project manager and have them work with them to complete their service.

The reputation of a freelance translator can be most easily maintained by:

1) Staying within their capabilities. It is not advisable to take on highly complicated specialised texts that you have no experience with unless you have discussed this with your client and have a clear plan how you will complete the project. Otherwise you might perform below what is reasonable.

2) Work to deadlines. Ensure that you assess the deadline and only agree to what is achievable. If you are upfront and say when the translation can be achievable this may well turnout fine and avoid loss of your personal standards for quality.

3) Check your work. It is advisable to take a short break and then review your translation before you send. You may have made some simple error or missed something that this last scan can pick up. This will also avoid you sending the wrong file. Checking you own work is not proofreading. Proofreading in my opinion involves a 2nd independent translator.

4) Problems If you have a problem or require extra time it is important to tell the client ASAP. This allows the issue to be addressed as soon as possible and a solution found. The problem might be legibility of part of the source text or you might be delayed due to a personal problem. If possible, the more warning notice the better for everybody.

I guess when reading this we must be reminded that with extra care and communication we should all be able to benefit from less problems and more stability from our lives in the translations industry. This care will guard our reputations.

Thousands of U.S. citizens are taking advantage of the low cost and high quality of foreign hospitals by traveling abroad for medical treatment. The savings are often 75 percent or more, and the entire cost of treatment may even be payable with tax-free money from a Health Savings Account.

Medical tourism first began to get popular in the 1990's, when people began traveling in large numbers to Brazil for cosmetic surgery. Blue Cross Blue Shield has just announced that they will pay for treatment at Bumrungrad International Hospital, in Bangkok, Thailand for individuals from South Carolina. Over 80,000 Americans received treatment there last year. The hospital boasts that over 200 of its doctors are board-certified in the U.S, and will perform a knee replacement operation for 20 percent of what it would cost in the U.S.

Who Does This?

Dodie Gilmore is a 60 year-old rodeo barrel-racing champ from Oklahoma. She runs a 180 acre ranch, but could no longer ride a horse because she needed a hip replacement. Her health insurance plan had an exclusion that wouldn't cover her operation, and she really didn't feel like paying the $35,000 it would cost her. Instead she and her partner flew to India where she had the surgery at the Max Institute of Orthopedics and Joint Replacement.

Her physician was Dr. S.K.S. Marya, who averages one American hip-replacement patient every week. Dodie's total coast, including travel, was only $11,000. She even managed to take in a tour of the Taj Mahal.

Forty to Sixty percent of those surveyed say they would consider surgery abroad if it could save them $5,000 or more. Going out of the U.S. (perhaps even just to Mexico), could be a worthwhile strategy if you have an exclusionary waiver on your policy, if you'll be having elective surgery not covered by your health insurance policy, or if you have a high deductible plan.

What is the Risk?

According to the Institute of Medicine, over 100,000 accidental deaths occur in hospitals every year. And that's here in the U.S. Hospitals are a dangerous place to be, and you want to spend as little of your life in one as possible. So there are risks everywhere, and probably greater risks outside the U.S.

But the magic of the free-market does give you some protection. There is a lot of money flowing to countries and international hospitals that practice high-quality medicine. If a hospital does not provide quality service, you can bet its customers will go elsewhere, particularly if they are choosing among anywhere in the world.

The influx of foreign patients (and money) is enticing more western-trained doctors to return home, so the choices are actually increasing, and the quality and prices continue to improve. I believe that if you use care in choosing your provider and structuring your treatment, the risks are no greater than having surgery here in the U.S.

How to Research Your Options

Keep in mind that most health insurance plans still will not cover for treatment outside the U.S., particularly if you are traveling specifically to receive medical care. So check with your insurer if the cost of the treatment is going to exceed your deductible.

The Joint Commission on Accreditation of Healthcare Organizations certifies hospitals here in the U.S. Their international division, Joint Commission International, certifies hospitals throughout the rest of the world. Make sure the facility that you are considering has been certified by them.

Then check out your doctor. Confirm that he or she is English speaking, and was trained in the U.S., U.K., Australia, or Germany.

Finally, consider hiring a consultant to help you choose the best hospital and surgeon for your needs. A good service will not only set up the treatment, but can also arrange all travel plans, meet you at the airport, and act as your liaison while you are being treated.

Stopping the Blind

Between immigration laws and new passport regulations, some people can't get into the United States and others are having a hard time leaving. President Bush's immigration bill, the center of his remaining domestic policy agenda, came apart at the seams yesterday and will most likely not be revisited any time soon. The bipartisan bill seems to have been dismantled by an even stronger bipartisan effort, perhaps redefining the term "business as usual," even by Washington standards. Meanwhile, Homeland Security and the State Department are engaged in a turf war over implementing new measures for passports use by U.S. citizens, resulting in a backlog of unprocessed documents for people ready to travel. Those measures have been temporarily relaxed for those traveling by air to Canada, Bermuda, the Caribbean and Mexico who have already applied for their passports and have a receipt for the transaction. God help you if you have travel plans in the next few months and you delayed applying because you may be stuck. Or, as Rep. Heather Wilson (R-NM) so succinctly put it, "To say people must have a passport to travel and not give people a passport is right up there in the stupid column."

Interesting that these two issues sat side by side on the front page of my local newspaper this morning. Interesting, and not all that coincidental. We are at odds with ourselves these days over who should be allowed into our country and for what reasons. So it is not surprising that the desire to know where all of our own people are at any given moment would come back to haunt us in such a basic way. Some might call this passport nightmare a bit of political karma, or even poetic justice in the "what goes around, comes around" school of thought. We want to control who has access to the wealth and opportunities our country has to offer, but we are now potentially either held captive or not allowed back in if we leave because our government can't keep up with its own paperwork. One could also make a good case here for bitter irony.

The gospels contain a number of stories surrounding Jesus' interactions with his followers that speak of this same human need to present their own interests while shoving others aside in the process. One such case was while Jesus was traveling with his disciples. "As he drew near to Jericho, a blind man was sitting by the roadside begging; and hearing a multitude going by, he inquired what this meant. They told him, 'Jesus of Nazareth is passing by.' And he cried, 'Jesus, Son of David, have mercy on me!' And those who were in front rebuked him, telling him to be silent; but he cried out all the more, "Son of David, have mercy on me!' And Jesus stopped and commanded him to be brought to him and when he came near, he asked him, 'What do you want me to do for you?' He said, 'Lord, let me receive my sight.' And Jesus said to him, 'Receive your sigh; your faith has made you well.' And immediately he received his sight and followed him, glorifying God; and all the people, when they saw it, gave praise to God (Luke 18:35-43)."

By the time Jesus encounters the blind beggar on the way to Jericho, he has begun talking with his disciples about what lies ahead for himself and for them. Needless to say, they aren't quite getting it, having become so wrapped up in the ongoing saga that had become their lives. Thinking past experiencing day-to-day events as they unfolded may have never occurred to them. But for the larger communities among which they traveled and worked, Jesus' arrival, and subsequent teaching, preaching and healing, would have potentially been a one time only event. It is more understandable in this context to see that some people would do anything in their power to be a a part of the moment, even telling a blind beggar to shut up while pushing him out of the way.

While understandable, it didn't pay off as expected. The blind beggar didn't comply, Jesus heard him, and he had his moment to state his request. Interesting that he asked to receive his sight , and Jesus used the same language in return, adding that the man's faith had made him well. Is this blind beggar our own vision of a pious, faithful believer? He was loud, insistent and completely uncaring of what anyone else thought of him. His entire focus was on laying claim to his opportunity to trust his faith and be healed by Jesus. But most importantly, he didn't limit or take away anyone else's chance to connect with Jesus or also be heard. He furthered his own cause at no one else's expense. Perhaps that is why Jesus heard his voice above so many others that day. In trying to subvert another's access to Jesus' presence and power, more than a few people likely left empty handed.

What does our own desire to control our borders to an unprecedented degree tell us about ourselves? What do we become when we think shutting people out of our country is a good thing, while expecting to be welcomed to other people's countries with open arms? When we make choices to exclude people or deny them access to the United States, what part of our faith are we suspending to shove people out of the way so our own interests will be protected?

The blind beggar's story ends on a happy note. He receives his sight, follows Jesus and glorifies God. And somehow the crowd which witnessed the miracle of new sight in one man was changed too, and praised God as well. Those who had scorned and disrespected someone more vulnerable than themselves were also healed and transformed. Perhaps we can be healed as well, lifted up from our bunkers of fear, back into the light of hope and grace. We just might be able to reclaim our strength as a country that invites people to become, and in the process, we may also reclaim our own freedom to come and go as we please, passports in hand.

California's legislature recently killed a bill that would have attempted to regulate these loans by placing caps on interest rates at 36% per year. This is unfortunate, as soldiers who are overly concerned about their finances at home are not only potentially distracted from their mission at a time when they need to be focused, but also present security risks. Soldiers who have jobs requiring security clearances are regularly screened for possible problems that might leave them susceptible to blackmail, and one of those problems is financial trouble.
